Budget-holding lead professional pilots
The budget-holding lead professional pilots aim to test whether better service packages for core groups of children and families can be delivered by giving lead professionals a budget. This budget is used to procure goods and commission services directly from providers.
16 pilots were set up in June 2006. They are due to run up to April 2008. The pilots are based in the following local authorities: Blackpool, Bournemouth, Brighton and Hove, Derbyshire, Devon, Gateshead, Gloucestershire, Hertfordshire, Knowsley, Leeds, Poole, Redbridge, Telford and Wrekin, Tower Hamlets, Trafford, and West Sussex.
The pilots were set up following the publication of Support for Parents: The Best Start for Children, which set out a clear ambition to promote greater personalisation of services. It also described the need to establish a series of pathfinders to test whether a budget-holding lead professional model may be implemented more widely. Support for Parents is available below along with further documentation aimed at the pilot authorities.

These interim reports consider progress to date and how best to mainstream the
budget-holding lead professional role. The first report was considered at a
workshop for pilots in January 2007 and the second interim follows this up with
subsequent information from the pilots. The definitive report will be available
at the end of 2007.

multi level commissioning to be developed as part of the implementation of the
lead professional and guidance. This paper explores the inter-relationships
