Funding and responsibility for delivery of services will pass to 150 local authorities working through children's trust arrangements by 2008.

From April 2008 local authorities will assume overall accountability for the quality of young people's information, advice and guidance.

Following the Russell Commission report on youth action and engagement, the government has set up a new charity, v, to support and enable young volunteers.
