Activity Agreements
The Activity Agreement Pilot (AA) was announced in the 2005 Budget and arose from the cross-departmental Review of Financial Support for 16- to 19-year-olds, which was announced in the 2003 Budget. The pilot is testing the effectiveness of intensive support and brokerage, which includes a range of incentives, designed to re-engage young people aged 16 -17 who have been NEET ( Not in Education, Employment or Training) for at least 20 weeks by recognising and incentivising action that equips them to engage, and stay engaged, in appropriate learning and work.
The two-year-pilot, which is project managed by the DCSF and delivered by Connexions, began in eight Connexions areas in April 2006.
As the pilot was set up before the changes to raising the participation age (RPA), it has now been extended for 18 months and will engage with young people at an earlier stage of NEET to enable more to be learned in the RPA context.
The 2007 budget report announced the extension of the Activity Agreement approach by introducing Activity Agreement support for 16- and 17-year-olds in receipt of Jobseekers Allowance to help them re-engage in learning. This new programme is being developed, and will not be introduced through the Connexions service before April 2009. The format of the programme will be provided in due course.
