Inter-area provision
One of the key principles underlying the Connexions Service is that wherever a young person is in England, they should be able to contact Connexions and receive a service.
While this principle can be easily applied to the majority of cases, there are instances, related to when young people are receiving education in a different local authority, which raise the question of which LA is responsible for provision.
The guidance document, Cooperation between Local Authority Areas to Provide Connexions Support to Young People, available below, is intended to answer such questions on issues related to 'inter-area' provision and responsibility.
LAs must have regard to the following in delivering

The fundamental requirement is that effective arrangements are in place between
local authority areas to ensure that each young person receives as seamless and
full a service as possible, regardless of their circumstances.
The document, Cooperation between Local Authority Areas to Provide Connexions
Support to Young People, provides information and guidance on specific
circumstances which will help to avoid future difficulties by minimising
the potential for dispute between local authorities and other Connexions
providers, and by supporting a clear approach to delivering services to each
young person. The guidance covers most 'inter area' situations, but
should not replace working arrangements that are operating well.
