Targeted youth support

The targeted youth support (TYS) reforms bring local services together, helping them to develop common ways of identifying and assessing the needs of vulnerable young people early on, and of intervening to help them. 

The aim is to provide packages of support, coordinated by trusted practitioners called lead professionals, that respond to the emerging difficulties in some young people's lives quickly and effectively, so that fewer young people experience serious problems.

Connexions and TYS - the benefits of an integrated service

Led by Children's Trusts, working closely with partners such as Connexions, schools, health services and voluntary and community agencies, the TYS multi-agency, early intervention and prevention approach tackles the root causes of poor outcomes such as teenage pregnancy, substance misuse and youth offending - all key aims of the Youth PSA target which focuses on increasing the numbers of young people on the path to success.

TYS is part of the Government's Youth Taskforce's triple-track approach to combating youth crime and anti-social behaviour of tough enforcement; non-negotiable support and better early prevention.

Delivery of TYS

Targeted Youth Support is made of seven core delivery elements:

  1. Strengthening the influence of vulnerable young people, families and communities
  2. Early identification of emerging problems
  3. Building up a clear picture of need using the Common Assessment Framework (CAF)
  4. Support in universal settings such as a school by a multi-agency team
  5. Personalised support via a trusted lead professional
  6. Support across transitions e.g. from primary to secondary school
  7. Making services attractive and accessible to young people

TYS should be effectively implemented in all English local authorities during 2008.

Targeted youth support builds on the changes already taking place in young people's services in response to Every Child Matters by drawing services into a coherent whole. The reforms are integral to achieving the Youth Matters vision of integrated youth support services that will provide young person-centred delivery of information, advice, guidance and support, development opportunities and positive activities.
